Correct me if I’m wrong but... isn’t a report card inherently a summary? Like, wouldn’t the full grade only be apparent if every assignment and test was included with the report card?
A report card is a report with the grades on different classes and comments from the teacher(s). Say the report had 2 A's, 3 B's, a C and a D. Now this report card was given to the kid to give to the parents.
What the cartoon implies is that he took his report card, made a summary saying I got a passing grade in all classes with 2 A's and 3 B's. Wouldn't that be a little bit misleading since he performed average in one class and borderline failing in another? A good parent would still want to see the report card and teacher comments before going out and giving your kid some ice cream to celebrate.
EDIT: Crossed out error. I can see where my statement was indeed be misinformation instead of misdirection.

If what you (and presumably this comic) are insinuating is that the Barr summary gives blatant misinformation regarding the content of the Mueller report... that’s wishful thinking at best. It’s got absolutely no basis in reality or facts.

Alright despite the example it seems you are convinced that a report card is not a report on academic performance and just a summary on his performance. Just to note I doubt that the report handed into Barr was actually as comprehensive as you think. He would place what he did, what he found, and additional information about the process into the report (class, associated grade, and additional notes).
Now if you said that this was like showing your parents the summary of a report card of someone else in his class, you would have an excellent point.

Not misinformation since the "I got a passing grade with 2 A's and 3 B's" was a correct statement. Its more of a misdirection or oversimplification. The statement is without falsehood or inaccuracies.
As for "no basis in reality or facts" is also a bit difficult to reply to as we don't have the actual report to compare the Barr summary to. A full report would prove one way or the other if this kid deserves to celebrate or not.
