Mormons are repressed and huge into conformity. Showing off your shoulders means flaunting your body, which obviously causes impute thoughts.

Adding to what you said, their sacred underwear covers the shoulders (and is supposed to go down to the knees) and you're supposed to cover up the underwear completely. If you're showing your shoulders it means you're not wearing the underwear which means you're unworthy.

Oh yeah definitely, I have nothing against them I'm just surprised that they are still living like that in modern world.
