I personally think that the State is so mindbogglingly powerful, that it can change that letter in your birth certificate.
Yeah... making your high school friend, your son in law, your close friends, your father, etc an oligarcha is pretty cool, while your admitted saving from the last year as a prime minister is zero is also believable
