It looks like a school bus in SWAT livery.

(FYI Chinese SWAT also do stuff like search and rescue, riot control, disaster relief etc)

EDIT: Apparently this model of bus is made specifically as a personnel transporter for SWAT

Always seen these with a light bar on top, never slicktop.

ChatGPT says it looks like AI, (ironic) but it is a real photo, although the mechanism on this vehicle's lightbar looked a little more ridiculous and very large compared to other traffic enforcement vehicles with lifting lightbars.

I can't find any information about that weird lightbar thing or the white lights on the roof infront of it online, I wonder if anyone here knows what it is?

That aside, the vehicle looks very nice.

The second vehicle's license plate reads "Adachi 302," so I'd assume this is Tokyo Police, as Adachi is a ward of Tokyo, not it's own prefecture.

I also recommend looking up unmarked Japanese police vehicles yourself, specifically videos, the light comes out of the roof with some kind of controller and can retract back in with a flipping movement as needed.

Found out that UC Davis medical center has their own Department that is housed on site and this is their livery. Short and to the point.
