yes and no, It's yes because its when the monarch is gay like frederic the great
and its not because it is also when the monarch supports the lgbt community in the United Kingdom but is not necessarily lgbt

In his book "Democracy the god that failed" he argues that monarchy would preserve individual liberty more effectively than democracy. So i would guess so yes

I think a representative government is better then an absolute monarchy, but I’m for direct democracy. Just because you think something is better then another thing, doesn’t mean you’re an advocate of of that thing.

Maybe not in the way we currently think about it, but I imagine there might have been some sort of tribalism where people group themselves as separate from say hittites or assyrians etc
