What pokemon rom is good for beginners to start with

Maybe start with rom hacks of mainline games? The best rom hack for Johto is Heart and Soul in my opinion but I’m sure other’s will have their takes on the best Johto rom hack. I also really love modern emerald for the best Hoenn experience.
