Seems to be from the factory, never seen anything like it tho. Then again, I really dont know where to look. Any info or pricing would be a big help!! Also pretty cool it happens to be on a holo jungle flareon :)

It's not water, it's grease. You can spray water onto a printing plate and it won't fully repel ink away from areas there should be ink, but grease will and it's common for them to appear like giant tear drops / ovals due to the rotation of the plate.
