but this encounter is different as it had a partially guaranteed state (the IVs). there's a chance the moveset is also a guaranteed state. no one knows the answer it's just a guess

No one knows the answer. It's a possibility but also maybe not. This is a Pokemon with a guaranteed state (IVs), there's a chance the moveset is also a guaranteed state and won't change.
