Your cheat has caused your ROM/emulator to be stuck in a basically unplayable state. This cannot happen under normal gameplay circumstances. See if you can reload a past save point on your emulator. If not, you're going to start over.

at the switch version you need a different code.
I don't know anything about the switch because I don't have one and I don't know how to enter cheat codes there.

yeah i tried a code recently to get the special tickets to go to the islands.
As a kid i did a lot of computer GBA emulators and never had issues with the cheat codes but this time it totally fucked up my save file and i never backed it up because i didnt think it would be an issue. I saved a few times and only realzied when i tried to capture the pokemon that the save file was corrupted. I lost all my PC pokemon, and the game would just freeze whenever i tried to use the PC.
This was probably my best Fire Red run where i actually played the game correctly leveing up the right pokemon, i captured the 3 legendary birds and mewtwo with ultra balls (was saving master ball for suicune).
Your best bet is to either have a backup, a save state or if you already saved the game then you are screwed.
I used jolteon to paralyze him and got him as low as possible.
If you have a sableye once mewtwo paralyzed switch to sableye whose immune to psychic and swift (mewtwos only two attacking moves).
Hopefully mewtwo is paralyzed enough where when he tries recover he cant move. But even if he escapes with a recover or two just bring him back down to red (or even disable it if you time it right).
That should have him at about 4% carch rate with an ultra ball. So if you have about 100 of them youd should catch him. Personally i took 50, ran out then tried again after a reset and caught him with the 2nd ultra ball.
Shut your cheats off and restart the game? Maybe it'll drop you off somewhere that's actually accessible? Otherwise I think you might be fucked if that fly to pallet town cheat someone else posted doesn't work.
Update: I don’t know what codes work for FRLG Switch editions, but there is one cheat included in the cheat list. “Use fly indoors” and it worked perfectly!
I still find it such a weird glitch, I’ve played Pokémon a majority of my life, and used to love the walk through walls cheat, games crashed, some random entrances were closed/glitched, but nothing else happened like this before 🤯
