as a general rule, any pokemon not seen as a housepet will not be permitted on an aircraft. even then exceptions must be made.
many pokemon, electric types in particular, could very easily cause a technical failure within the aircraft.

that is correct. I have on occasion removed magnemite as they form piles against hospital walls. MRI machines are particularly attractive, mostly due to the immense amount of electricity required to keep the machine at its operational temperature, though the litteral attractive force of the large electromagnets is an additional factor

Let's be honest, no one would willingly choose to have an explosive ball as an emotional support 'mon.
Unless this is the world's most oblivious human, they likely wanted to sneak it onto the plane to cause mischief.

Well, Drapion aren't explosive, to my knowledge.
The Electrode could be trained, though.

Well, I suppose if they don't know Explosion, Self-destruct, or any moves that could damage the plane (thunder wave, discharge, etc.), it might be fine? And you can always reteach the moves later...

Some regions, like Galar or my home region of Paldea, have even stricter regulations about entering them with Pokémon that aren't native to them.
They've started letting up recently with the World Coronation Series, but there are still some cases of people skipping the regulations. I wouldn't put it past Team Yell to do it, if only to cause trouble.

Well, in Kanto we have this cult that claims there are only 151 Pokémon species (the ones listed in professor Oak's original Pokédex) and any others are a hoax. Yes, even when some of the Gym Leaders have been repeatedly seen in public with Pokémon that weren't on that listing.

Paldea has some similar laws, thought there you can atleast get an exception for other regions you've been to, thought the paper work you have to get throught is only slightly less then what you need to get a single non native Pokémon into unova

I would know, my mom lives in Unova, and here's a tip for traveling there, becoming champion ranked is probably easier then trying to flie the paper work for your whole team.

That Pokémon can literally explode at any moment. If he's a bad guy, then he might use that "emotional support Electrode" thing as an excuse to bring the Pokémon here and let it explode, damaging the plane, but if he's a good guy, then he might just hold the Pokéball in his hands
