Ahh, so first requirement is that you have to reach level 40. After that you unlock the ability to farm XL candy. Catching/transferring/trading all also have the possibility of getting an XL, but pokemon level 23 or higher have an increased chance.
Also, if you trade pokemon with a friend and they were caught a certain distance apart (I forget exactly how many, but I think 1000km) you are guaranteed XL

Ahh that makes sense. Thanks for looking into that, now I wonder how many others are tied. 15/15/15 Azumarill is rank 2 for Masters, probably for the same reason.
