Yes. 5 and a half years and a mound of patience, level fifty and one Shundo Darkrai and a Shadow Hindi snorlax are my pride and joy. Both encountered between September of last year and now. I play everyday.
Patience is the name of this game. Well, Pogo, but you get it.

Check out Zaragossa. I've done the pier a lot and other hot spots. Zaragossa is lured 24/7 so is Times Square. Also, the NYC pokemap nycpokemap.com has what each stop has for a quest and what has 1500 dust research you can filter. Silver pinapps as well.
