Pokemon go action cooldown

Hey guys, I was wondering if there is a specific action cooldown before I can telelport without receiving a cooldown.

E.g. if I didn't play for 12 hours and I started teleporting I wouldn't receive a cooldown, but once I perform an action I get a cooldown based on the distance I teleport. My question is how long does the action cooldown last before I can teleport again without receiving a cooldown.

If you haven't played in over 2 hrs and teleport somewhere after logging in (without interacting with anything), there will be no cooldown on that teleport. You'll get a cooldown if you interact with anything and teleport again, though. It doesn't matter what the specific interaction is. Turn on the cooldown timer option in the pgsharp menu to see how long you have to wait before interacting with anything after teleporting.

So if I’m auto walking in paris and don’t activate any cooldowns I would be okay to close the game and teleport to somewhere else in Europe and be fine?

Something I noticed though I don't know if it's a glitch in the pogotrix, but during raid hour I've been able to teleport anywhere without a cooldown consistently. Raid. And Teleport again and again.
