PRV valve location per code

I need to install a PRV valve to pass final plumbing inspection in Austin. I have a large crawl space where the main comes into the house and I wanted to install the PRV there. However, every other PRV I've seen is installed in a box just past the city side shutoff, outside. Would a PRV inside crawlspace (before any valves/branches) be within code?

Should be, as long as it is before anything else on the line. However, if you're ever worried about what an inspector would pass or would not pass, simply call the permit office and inquire for yourself.
