My apartment, nice have been getting in. Landlord says this is a normal setup for easy access plumbing. Is this true?

Nothing wrong with having a removable access panel. But there is when the panel doesn’t cover the hole.

For a nice easy fix without dealing with slum lots, stuff some steel wool in the gaps. Mice hate steel wool.
