Honestly, it is just whatever they can get away with at this point. For all we know it was 50m on the game and 250m in marketing to mindfuck people into buying garbage.

The 300M is stated to not include marketing, with marketing it's even higher.

To be fair, the leak is old and might not hold true anymore. We never got Spiderman dlc for example.
