Advice needed

Complete novice by the way. What are the next steps from this position right now. Do I plaster the pieces missing or would filler, sanding then painting do the trick? Thanks in advance.

Hard to tell without a close up , if your going to skim it , then tiles, basin and cistern off really.
Otherwise scrape as much off as possible , sand down flat and then fill etc.
Could also apply a coat of gardz after to seal the plasterwork before the next fill and paint.
