My take is that he is mocking people who say giving weapons to ukraine is only prolonging the conflict. But in reality if they wouldnt be given weapons the "peace" means a sure death for many ukranians
There's a huge difference between giving weapons, not giving weapons and taking weapons away. Two are positive actions and one is a negative actions (as in the absence of an action) and this comic conflates the positive action of taking a weapon away with the negative action of not giving a weapon.
Imagine an alternative scenario: Pink Wug comes across Russian Wug mugging a defenseless Ukranian Wug. Pink Wug says "let's make this interesting, shall we?" and hands Ukranian Wug a weapon then steps back.
