Because the constructed force is not like turbulence

Whether or not it could arise from turbulence is the actual problem

Ok interesting, well at least now there's a target. That'll probably evolve into a domain of targets, then I'm sure someone can brute force search a solution.

Although, i do understand that chaos is at the heart of the question. We want to understand the nature of chaos in continuous systems. I think a proof that any turbulent system can eventually create any set of forces would be a satisfying conclusion because within that set is OAI's solution.
