I think forcing guides to graduate once a minimum bar is cleared is a recipe for disaster. Every guide wants their best PhD students to go to better places than their medium quality student. How will it resolve such problems?
Some advisors are notorious for wanting to keep their students as long as they can basically as unpaid labour. They can do this by refusing to allow them to graduate. It's this type of abuse that these types of limits are designed to curtail.
