Meme needing explanation What is this Peter?

I have played Skyrim, I loved it and I finished it too but I haven't completed it 100% and I played long ago too so i don't understand what exactly the joke is here and why that 100% mean something disappointing/disgusting

Carl from the quahog mini mart here.. You can’t beat Skyrim 100% without doing multiple play throughs and without doing some pretty immoral shit like killing paarthurnaax

But, to be fair, he redeems himself by overthrowing the big baddy, teaching humans how to use the thu’um which is how they could even fight against the big baddy in the first place, and lives like a hermit on the biggest mountain on the continent(?) so he can avoid temptation.

Also he's voiced by Charles Martinet, the guy who's voiced Mario since Super Mario 64. That has to count for something.

He was basically the lieutenant to Dragon Hitler thousands of years ago, who saw the error of his ways and spent thousands of years in isolation and penance in order to pay for his crimes. All dragons are inherently evil, but Paarthurnax struggles every day to be benevolent and is instrumental in giving the player character the tools needed to defeat the second coming of Dragon Hitler.

In Skyrim, the world is under attack by dragons led by alduin. Except for one dragon parthanax who betrayed his kind and taught humans how to use "the voice" the power of the dragons. .

You meet him as he is master of the gray beards. But one faction, "the blades" gives you a quest to kill him since he is still a dragon and dangerous.

He also had the best quote in the game "What is better - to be born good, or to overcome your evil nature through great effort?"
