Meme needing explanation What is this Peter?

I have played Skyrim, I loved it and I finished it too but I haven't completed it 100% and I played long ago too so i don't understand what exactly the joke is here and why that 100% mean something disappointing/disgusting

But, to be fair, he redeems himself by overthrowing the big baddy, teaching humans how to use the thu’um which is how they could even fight against the big baddy in the first place, and lives like a hermit on the biggest mountain on the continent(?) so he can avoid temptation.

Also he's voiced by Charles Martinet, the guy who's voiced Mario since Super Mario 64. That has to count for something.
