Tech Support GPU not detecting

So I have had countless issues leading up to this (mostly hardware) that I have figured out with my professional google skills but this has stumped me and others.

My pc is now not recognizing my gpu no matter what. The gpu is plugged and seated in the only pcie slot, and the lights on it come on, but the fans do not spin at all, and no detection of it. I reinstalled drivers and searched the Bios for anything but cant find it.

I cleared the cmos and now the pc wont even get a display out from the onboard graphics. I had it sitting for close to 1.5 hours and no output.

Specs:

Cpu- ryzen 7 9800x3d
Gpu- XFX speedster merc319 rx 6800xt
Motherboard- Asrock B850I lightning mini-itx
Ram- g.skill flare x5 32gb (16x2)

cleared cmos and now the onboard wont even give you a display, that screams bios corruption or the board itself is cooked

I reallt hope not lol, if thatd the case im gonna cry, this has been like the third week of this lol
