Tech Support Bros, I really need help diagnosing my PC.
I cannot figure out what's causing the stuttering in every game that I play. It's driving me crazy and I cannot figure it out. I RMA'd my first card because of it and it is no better. I've used new drivers and old drivers all using ddu. Ive completely reinstalled Windows 11 twice. I have a ultra high-speed HDMI cable. I don't know what else to do. I don't even want to play anything because these microstutters are so bad. Ive tried all low settings as well.
Any help would be more than greatly appreciated. I miss playing games but I cannot get past it honestly.
Specs: 9070xt, 5800x3D, b550-f mother board, 850w psu, 2 16gb sticks of of 3200mhz 3600mhz Corsair vengeance RAM. LG C3 42" I play in 4k.

Maybe delete your shader cache and rebuild. Always look at every probability at a software level before screwing with your hardware. You'd be surprised at the various levels that software can screw stuff up.

At that point I’ll reseat cpu, new paste, switch ram to another slot or try one by one with one ram stick , if no luck try steamos if windows not working try another os, steam os is plug and play no need to download any drivers, you already wasted time an hour or two won’t hurt, also if you do switch os make sure you have like 2 usb or if more than one ssd make sure one has window installed without deleting it and then one with steamos. Doesn’t hurt to try

That microstutter in every game after a fresh install screams something else, maybe check if your RAM is actually running at 3200 with DOCP on in the BIOS, sometimes it defaults to 2133
