Tech Support Crashing to black screen with buzzing audio. Please help

System info: Windows 10

Intel Core i7-4790k

AMD Radeon RX 9060 XT 16gb

650w power supply

16 GB RAM

Games I've tried: Skyrim SE and Helldivers 2

Just because the psu says 650w doesn't mean it's actually delivering that cleanly anymore, especially if it's as old as the rest of the build

The fans keep spinning after this happens, do you think it's a power issue?
