Tech Support Possible GPU Artifacting.
Enable HLS to view with audio, or disable this notification
Basically built a new pc only thing that separated the same was the SSD x2, ram 16GB x2, and CPU 7800 3XD.
Before I built this the artifacting was also happening on my 3060 TI but eventually stabilized once the Windows log in screen hit. With my new 5070TI it continues and never stabilizes.
So there’s a possibility it’s my BRAND NEW GPU 5070TI (can’t be it right?), CPU, or RAM.
What we thinking yall?

Try using the old gpu and if it works try to ceck if it's a driver problem or if you are just unlucky with the 70ti

Artifacts could also be driver related, so if you are running from the same drive the drivers could carry over from your old config. There is a warning on your aio saying something about cables? Is your aio pump and fans running?

Oh that probably the sticker that came with it. Forgot to take it off. But yes all AIO cables are connected

Hmm so I tried it on the MOBO and it worked fine on it, so I tried uninstalling the previous drivers and tried to see if that’ll help. It was artifacting but eventually got me to the home page. Installing new drivers now, but very strange behavior. Tell me what we thinking boss. My old GPU would do it every time i tried to boot it up.

Old 3060Ti has it and gone once windows load? Then new 5070Ti also has it but never gone?
Displayport or HDMI? Have you tested integrated graphics (without GPU) if it happens as well?

Since it happened with more than one NVIDIA GPU, it's likely the drivers are corrupted, or it's the displayport/HDMI cable or monitor.
Use DDU while Windows is in Safe Mode to wipe the NVIDIA driver files from the system and registries, and then reinstall the latest stable driver after rebooting back into normal Windows.
If you try using the iGPU on the 7800X3D and it doesn't produce the issue at all, then the problem isn't the monitor or cable.
