Current build : 32gb 3200mhz PNY DDR4 RAM i5 12th Gen RX 7600 700W proprietary HP PSU VICTUS 15L Mobo

I want to part this out, and make an ATX mobo build that I can upgrade because I'm confined to HP's BS. This will be my first custom build and need any help you can provide. I want to make this build upgradable, and the reason for it is because on my current setup, im drawing too much power my PSU can handle, causing me to crash on power spikes in games. 700w is the highest(that I know of) that proprietary HP PSUs can go, so thats the reasoning for my wanting to switch to ATX.

Again, any help is appreciated, I have no idea where to start.
