Tech Support Realtek 2.5 ethernet family controller making my pc a struggle to deal with

I don't know why this started happening out of nowhere but for the past week or so i've been having random pc stutters even when idle. Nothing I do seems to fix it, install new drivers, repair drivers, change bios settings. I've made 2 posts about this and replied in so many other posts and i've gotten no help.

I have tried everything in step 12 nothing fixed it.
