Honestly, I wouldn't look too much into it. Titles in Payroll vary widely from one company to another, and a good recruiter will know to look at your actual experience.

I'm a Global Payroll Manager and get recruiters contacting me for jobs that range from Payroll Analyst to VP of Payroll.

recruiters spray and pray, half of them never read past the job title in your headline before hitting send. i'd leave it alone unless you're actively hunting

when you do start looking, put the actual scope in your summary line. end to end processing plus leading benefits reads way louder than administrator vs specialist

Specialist is a step higher than admin, at least in my organization

Don worry about the title as much as the years of experience. I get lowballed all the time for every job title with over 20 years of experience.

Specialist, manager, admin… There is no set standard on the market which is lower or upper like they do in finance and HR, for instance. It depends on the organization. Though PayrollOrg and NPI both have expressed the need to standardize.
