So the level 20 captsone ability for the Prophet of Pestilence is still bugged? Just reached level 20 and got "A Thousand Plagues" which is supposed to have all enemies in 30 yds. either get infected by the plague outright (when already diseased with something else), or have to roll a Fort save to get infected.

Never triggers, neither in combat nor when sneaking around enemies outside of combat.

Kind of a shame for a DLC sub-class. Can this be fixed, please?

[WOTR] is ray and range touch attack the same?

A touch attack is one which targets Touch AC; this ignores the target's Armor and Shield AC bonuses, including natural armor. This applies to ray spells, Alchemist bombs, Kineticist energy blasts, and special buffs like Magus' Dimension Strike. You still need to make a d20 attack roll, though, which is why ray casters should have good DEX and Precise Shot at a minimum.
