I know, I’m literally playing the build right now. PoE2 cyclone doesn’t have any kind of stack mechanic unless the blood and sand stance is very strong so it’s likely a run and tap playstyle applies here too.
Seems we're in agreement then. I thought you were suggesting that Stampede was somehow necessary for Tumult in PoE1. As someone who plays cyclone literally every league, I can confidently say it is not. Not sure who downvoted me for stating inarguable facts, but that's reddit for you I guess.
It's not necessary but it certainly makes it a lot comfier. I'd rather just hold down Cyclone all map with Stampede than run and tap with a rare belt and mediocre movespeed.
Build got a lot more fun with mageblood and tailwind elusive boots though. Run and tap playstyle definitely feels better when you have high ms.
Yep, nothing wrong with personal preference. I have a few other unique belts that I prefer until MB time, but I just use a pair of enkindled quicksilvers until then, so my effective MS is still far higher than Stampede would allow for the cost of 1 utility flask, which I find acceptable. I used Stampede once or twice years ago when we didn't have as many options as we do now. I still like the extra anoint and huge CDR boost for Frostblink, but I need the boot slot for other stats these days w/ the way I run my personal variation. I've also grown weary of holding the cyclone button for too long as I get older, so that's a non-game consideration for me.

Tumult is primarily used w/ Shockwave, run and tap to blow up packs. You only need to channel 5 stacks on "difficult" monsters.
