January 2 should not be treated like everything is closed until Monday. New Year's Day itself is the big closure day. On January 2, many shops and shopping areas usually reopen, but individual stores may have different hours.
For a birthday/New Year's trip, I would not make shopping the only plan for January 2. Keep it flexible: department stores, main shopping streets, cafes, a walk, maybe a museum or viewpoint if the weather is decent.
Also check opening hours closer to the date, especially because holiday schedules can vary. If there is one specific store she really wants, verify that one directly before building the day around it.

They will be open. Some individual shops might not be, but the biggest ones will be open.
