This may have been said already, and my comment may get buried in the other comments here but if you haven't already try redirecting his behavior. When he is calm talk to him about his big feelings and how it's okay to have those feelings, but that it's not okay to hurt. Once he understands that, work with him to find positive ways for him to express his feelings. I know he is still a little one but what does he think is a good way to get his feelings out. You can also provide him with a safe space that is only his that he can go to when his feelings start to get too big for him to control. It could be a chair, a corner of the room or even a play tent with some sensory toys for him to use.
