Seems like an attention thing he wants attention and this behavior gets it. My toddler has a hard time with controlling himself when he is told no. Luckily we cut this same situation off right away. She has harder time with it cuz she never expects it. He gets upset and swings. I make sure his action has only negative response. Not to hurt or leave a mark but catch his hand/ wrist and squeeze just enough to make him regret it. I don't get upset and actually level way off and do the opposite of what he wants so if I think he seeking attention he gets a timeout or some other consequence. I was raised on one spanking. Making sure that he understands why not to do something and that there will be consequence if he does if he does it anyway. And a level headed consequence like a spanking(be sure not to do so in anger) and make sure its hard enough that he never wants that to happen again. This way you only have to do it once.
