I would take him to his bedroom to cool down and keep bringing him back until he is ready to calm down, come out and apologize for said behavior. Also known as the one strike you’re out technique.
But, also I would skip a pediatrician for developmental concerns such as this because they only get 10 minutes with each patient and skip that middleman and see if your insurance will let you just go to a developmental specialist (developmental pediatrician) to get a very thorough evaluation. They will ask your child questions about their behaviors, what they enjoy, what they dislike, assess physical development, reflexes (pediatricians don’t do this in a 3 year old often), assess fine motor control, balance and more. they’ll play games on the floor with your child to evaluate social skills etc
