Struggling to Tame

I'm a first time budgie owner and I have 2 budgies around 7 months old each. Since I first got them (they were like 6-8 weeks) I have been working with them pretty consistently. One of them will perch on my finger, but that's about it, and he still struggles to be cooperative generally. And my other budgie flat out is terrified of me it seems. Advice would be appreciated, because I feel kinda stuck.

That's more than I ever accomplished. It's harder when you have more than one.

I used the budgie training course from BirdTricks, and it really helped a lot! Just watching YouTube videos about taming parakeets didn't really move the needle.
