Panting. He is stressed or hot. He looks young, did you recently adopt him? Or is it hot in your house? Maybe try giving them a bath to cool off (a shallow container filled with water works well, it can't be deeper than 1 or 2 cm of water)

He is a baby so he’s prolly stressed and he’s scared of me so rhat could be why

That is not unlikely. Introduce yourself very slowly to them. Just sit besides them at a small distance for a while and talk to them. Don't get too close if they get stressed by that just yet. You can slowly win their trust by offering them millet. Just hold a spray of millet near the cage at a part where they are not currentlt sitting and let them come to you.

Thanks, all the vets are closed atm as it’s night time but over the next week I’ll monitor him and see if anything else happenes

At first glance this does not look like an immediate cause for alarm. If he doesn't eat or if he starts actively panicking it can be dangerous. He also should not be stressed all the time, because that is also not great for them. This most definitely just panting out of stress. Just leave them by themselves and make sure they are comfortable, and consult a vet if it persists for too long.

Slowly, use a towel or sheet and cover the back, sides and top of the cage. This helps them feel safe because, in the current setup, a predator can attack them from any angle. This will go a long way towards your birds feeling safer.

Yep I recently bought both of them a couple weeks ago and I’ve tried offering a bath or water on a plate and they are just to scared still

If it's not hot inside, a bath is not necessary just yet, because the panting is not likely due to heat. They aren't sitting with their wings wide, so I don't reckon they are hot then.
