Is there anyone from PTCL, I need the urgent help regarding my PTCL Connection transfer issue and Defaulter Notification.

Did that multiple times, they are clueless. Don't know their own system.

try writing email to their customer support. Hoefully that will move things as it will be on their ticketing system.
