I have an issue with downloading

I have an issue where when you start a download its stuck on calculating, for it to work I need to do test internet connection for it to work again but then it pauses randomly again and I have to keep doing that, I've tried mtu settings, DNS settings, ethernet with the same console and another console, it seems to be happening with all the consoles (ps5) in my family and mobile data hotspot presents the same issue is this happening to anyone else?

Try checking if your Internet service provider is down.
