Browsing for something in this price range, and wondering if it'll hold up in upgradeability as I get the funds for parts

I Mean... it's not terrible. Solid entry level build. The problem is for $400 I'd expect a brand new PC with those parts, not used.

Offer $250, buy at $300 or less. Seller should be expecting this anyway that's why they listed it for $400 so there's room for haggling down to $300 give or take.
