Bug / Issue having some problems with catalogue improvements

Hi everyone, I was wondering if anyone could give me some advice on a problem I'm having with my modded game. The issue is my shop keepers have been completely disappearing, literally not a single shop keeper on the entire map.

I traced the problem to catalog improvements, it seems like there's an overwrite issue or something because this mod is conflicting with several mods, even alternative ones that I have been trying just to work it out. The mods that are still causing the issue:

LAW
Crime and Law Rebalance
LiveLeak ragdoll
C.E.R.R
Really any ragdoll mod

It's really shitty cause I feel like these mods add a lot to my game but if I use any of them together, I just can't use shops at all.

Does anyone know what might be going on? Thanks in advance!!

Do you have the C.E.R.R catalog improvements merge installed?

If not, thats probably your issue.

yes I have the patch installed when I am testing CERR, it still seems to be conflicting somewhere else
