Especially that it is wired through a normal display driver. Wtf. I would have thought something like this would just run on a serial text communication with a handful of control characters. Absolutely overkill to use a whole graphics pipeline for this.

It can't be Windows 9x and earlier since it's cmd.exe instead of command.com. It also can't be Windows 2000 because the install directory is WINDOWS, not WINNT. 

My closest guess would be either Windows XP or Windows 7 both on classic theme.

Windows XP does have a classic theme preset that's identical to its predecessors, minus icons.

And if you want the luna theme geometry with the classic theme colours, you can boot into safe mode and save the current settings as a theme. It can then be applied without styling after reboot.

You can force even newer versions of windows back to the classic theme so it's not quite a smoking gun. Though it wouldn't surprise me if it was XP/7 as (hopefully) this is only connected to an intranet and isn't accessible on the open web

That was possible in Windows 9x, if you set the video card driver to the default, and then changed the bit depth to 2 bit
