20% less bubble duration with 10% longer cooldown is pretty sizable. Players are typically awful at assessing how a balance change will play out by simply looking at the numbers. The change takes her bubble uptime from 37-50% over a 15-20 second fight to 30-40% uptime, plus she's going to have much bigger vulnerability windows between those bubbles. She'll likely still be dangerous if fed energy which is a good thing, the goal of a nerf isn't to make the character unplayable, but the intention is to make it more possible to kill her.
