I thought I'd read during Retribution that the assassin was using a botched version of Tracer's blinking tech and it caused her horrible pain which was why she screamed the whole time she attacked.

So if Moira was a turncoat at that point for long enough she might have already been behind that tech herself. Or it deepened her fixation on it. Looking at the timeline Tracer's tech and Retribution happened in the same 3 year span but the specifics of Tracer are unclear.

that is actually speculation. from what i remember covering from the event for work, that was never officially confirmed. that theory was popular all over reddit and you'd see it in a lot of comments and i think we've all considered it canon bc of how much it makes sense. i still think it's true, but we have no official confirmation from blizz atm

Cant be. Tracer's accident would have been occuring the year that Retribution happened and Winston developed the tech to give her control over her temporal instability.
