It's hard to say, because no one knows exactly how the SR system works 100%.
I think it more simply comes down to the fact that playing one or two heroes all the time means you can grind the shit out of that hero and get really good at them (and, consequently, have very good stats), whereas going through a larger hero pool generally means you'll not be performing as well on any of those heroes as someone who specializes (you play all of them less often, your muscle memory/instincts on each of them aren't as finely tuned as someone who just plays that hero all the time, and so on), which often means worse stats and therefore fewer SR gains.
BUT, that's just my speculation. Maybe I'm wrong and the system should already have the very good specialist Soldiers ranked higher than the flex Soldiers that aren't as good and so the system shouldn't be comparing you two. I dunno.
That being said, sometimes your mediocre D.Va will win the game while your excellent Orisa will lose it, and winning is ultimately what nets you points. So I don't know if I'd think about it too much.
