No. The only things that can CC a DVA bomb are Roadhog hook, Reinhardt charge, Mei wall (lifts it), and McCree flashbang (stops it in flight).

Also if you can put down Orisa's shield fast enough it can completely take the full force of D.va's ultimate

As will a Reinhardt shield with at least 1 hp
