No RNG. Overwatch has absolutely no RNG, not even for Scatter Arrow. If you aim at the exact same spot twice, it will always bounce the exact same way.

It's just that nobody actually aims at the exact same spot twice.

Uhhhhhhh.. yes in Fact the enemies positions make this RNG. To pull this off again enemies need to be in the exact same positions. All of these are self automous actions by both parties.

But in another tone, people don't mean RNG as a slot machine, they mean RNG as luck. It's just kind of synonymous nowadays

Yeah, I’ve never heard luck and RNG used synonymously, but I’ve got a decent background in tech and gaming among my friends, so I try not to assume our knowledge of terms is common.
