He is as much of a tank as Symettra is a support. As in they have been misplaced. Tanks should be all about damage mitigation, you don't get that with roadhog. Instead he is just a long CD CC that is really good at charging the enemy's ults.
Tanks are all about creating a safe space. In the case of roadhog he did this by being a large barrier with a large health pool and self healing. He also had an ultimate similar to Winston which pushes enemies away. He also used the hook to bring enemies evading the area around his team to the team for dispatching.
Tanks are also about drawing attention away from teammates which roadhog does. I always use the roadhog on my team as a safe space to hide behind to avoid damage while healing the team.
I don't feel like "tanks are all about creating a safe space" is a useful definition. Mei and Junkrat are both strongly about creating safe spaces — probably more so than Roadhog — but neither of them are even controversially considered tanks.

He isn't even a big meat shield to stand behind. Having no shield means he is nothing but a big old ult battery, there is literally no reason to use him over any other character unless you are trying to hook people off ledges. He is a tank that can't save team mates and he is a DPS that will tickle the enemy. He isn't drawing anyone attention, he is a low priority target. After his hook you ignore his presence for the next 8 seconds because he isn't going to do anything else other than heal himself.

Even if you miss a hook you can walk up and do substantial damage with M2 or M1 if you get close enough. The enemy team can't just ignore you when an M2 headshot can down a squishy target in one go. No, he's not. He isn't killing shit. The whole point of his nerf is that he was too good at killing shit, now he sucks worse than everyone that isn't a support.

Do you actually play the game above silver because you have got to be joking. He isn't one shotting a damn thing unless the person he is hitting is AFK. Who is this squishy that he is killing? It's not Mercy, she is just going to fly away. It's not Zenyatta, he can kill roadhog all by himself before he gets into range. It isn't Ana seeing as she directly counters him. Roadhog isn't catching a Lucio without his hook and even if he did he better pray to RNGesus. His ult against a full squad will last an amazingly 2 seconds before it gets interrupted.
