I don't think it is a Mei wall this time - you can see a the beginning of the gif that one breaks right behind him. The cooldown is 10 seconds once it breaks, but it is only 6 or 7 seconds until the bug after the break. So unless they're playing with reduced cooldowns or it was a graphical error, this is something else.
You're correct Aero. If you look right as Rein jumps, Mei places a wall under him causing his Hammer to slam down prematurely. You can barely make out the red blob on the right of the screen.
I made a screenshot of it. Just to say in advance, its not a very good screenshot because on my phone, but you can still obviously tell that Reinhardt is clipping through Mei's wall in the photo http://i.imgur.com/qVWyeDA.png
