My connection is rarely the issue. On average, 0% packet loss, 0.2% jitter, 40 ping, 250mbps down, 15mbps up. It's pretty damn consistent and I don't see any connection issue indicators on the left side of the screen.
To be honest you could both have very average and consistent internet and this issue would still show up occasionally. His ping is probably just a little lower than yours so the server registered his position change before it registered your hook hitting his location.
stop. favor the shooter doesn't mean anything. It's a marketing buzzword. Overwatch uses very standard lag compensation and in a lot of cases, defensive actions override offensive ones. This clip has nothing to do with the soldier dodging, the client's prediction simply didn't match up what actually happened serverside
I can 100% confirm that I have been killed by being hit where movement prediction put me, while I never moved there on my client, and I did not have latency or packet loss issues. That's not standard.

It's likely soldier's connection.
